Determining if your Skeetervac filter needs to be changed:

Remove the filter and inspect it. The filter will be a shiny brass color if it is new or has been used very little and it will appear dull or discolored if the filter is dirty or clogged.

Assuming the engine will not start before removing the filter, you can test the filter by detaching the regulator hose from the engine and removing the filter (the filter is about the size of a pencil eraser). Reattach the regulator hose and try to start the engine. If it starts then the filter indeed needs to be replaced and you can shut it back down.
